Session Abstract: This session presents a systematic approach to quantifying institutional impacts of the 2026 federal reconciliation bill on higher education—covering Pell eligibility changes, new limits on student, Parent PLUS, and graduate student borrowing, loss of renewable energy and endowment tax credits, and effects on executive compensation and small-dollar donor behavior. Attendees will see how multicampus survey data can reveal vulnerabilities and guide advocacy efforts. The presentation will include a high-level overview of findings—such as anticipated revenue losses and gains tied to Pell grant changes, projected loan exposure, capital project tax implications, compensation-related excise tax burdens, and fundraising trends. Institutional research professionals will learn how to replicate the methodology, design skip logic surveys, and translate results into actionable financial models.
