Session Abstract: This paper shows how a small planning team applied decision intelligence to develop a five-year strategy under government-appointed oversight and capacity constraints. Using an enrollment planning framework (headcount, FTE, completions, and funding exposure), the team employed predictive analytics to stress-test financial and enrollment targets, while generative tools synthesized more than a decade of reports, risk registers, and directives into decision-ready insights. The result was a set of privacy-compliant dashboards and governance traceability packs that restored confidence in strategic targets while aligning with system-level frameworks. Participants will learn how to apply decision intelligence pipelines which combine predictive modeling, generative synthesis, and human-in-the-loop oversight to do more with less. Attendees will leave with a replicable playbook for building trust, efficiency, and resilience into strategy development in resource-constrained contexts.
