Elmer Yglesias is Chief Data Officer at St. John's College (Annapolis, MD and Santa Fe, NM), where he leads data strategy and governance, institutional research, and AI readiness across the college's two-campus community of inquiry. A practitioner-scholar at the intersection of data governance and responsible AI, his work is grounded in a single conviction: that dashboard quality cannot exceed KPI governance quality.
He developed the open-source Python pipeline presented at this session — a three-module, readily accessible validation framework built for lean IR offices that need trustworthy dashboards without vendor dependency. The framework was piloted at Norco College in California (Riverside Community College District) in collaboration with Hayley Ashby, Ed.D., and preliminary findings were presented at the REACH Research Analytics Summit, Newport, RI, April 2026.
