Tomoko Torii, Ph.D., is a Professor and Director at the Center for Higher Education Studies at Waseda University, Japan. Her expertise lies in Higher Education Management and Curriculum Studies. She holds a Ph.D. in Education from Nagoya University (2006).
With over 20 years of experience in developing Institutional Research (IR) and Institutional Effectiveness (IE) frameworks within Japanese higher education, Dr. Torii is a leading figure in the field. Her professional journey includes academic positions at Nagoya University, Kagoshima University, and a professorship at Ritsumeikan University’s Institute for Teaching and Learning before joining Waseda University in 2025.
Dr. Torii has a strong international presence, having served as a Visiting Fellow at the University of Melbourne and the Australian National University. She is an active contributor to the global IR community, with a history of presentations at major international conferences, including the AIR Forum, the AAIR Annual Conference, and the UK & Ireland Higher Education Institutional Research Network (HEIR) Annual Conference.
Her extensive publications focus on evidence-based educational improvement and IR functions. Notable recent works include Evaluation and Improvement of Educational Programs in University Quality Assurance: Tips for Creating a Virtuous Cycle Using IR Functions (Editor, 2024), Aspects of University IR and Learning/Education Reform: Learning from the Experiences of Changing Universities (2021), and University IR Q&A (Co-editor, 2013).
