Colin Chellman is the Senior University Dean overseeing the Office of Applied Research, Evaluation, and Data Analytics (OAREDA) at the City University of New York (CUNY). In this role, he directs several inter-related yet distinct units: Data Infrastructure, Architecture, and Strategy; Evaluation and Program Support; Institutional Research; Operations; Policy Research; and Testing. These units collectively provide timely, accurate, and actionable evidence to inform decision-making, strategic planning, and the development of policies and programs across CUNY.
Colin served on Executive Committee of the Association for Education Finance and Policy (AEFP) from 2022-23 to 2024-25 – President-Elect in 2022-23, President in 2023-24, and Past President in 2024-25 -- having previously served on the board from 2013-2016 and the Program Committee for six years. In 2006, he was the recipient of AEFP’s New Scholar Award. He currently serves on the National Advisory Board for the Community College Research Center, the Policy Advisory Council for Complete College America, and the Board of Directors of the Postsecondary Employment Outcomes Coalition.
His research has been published in Education Week as well as peer-reviewed journals including Economics of Education Review, Education Finance and Policy, Teachers College Record, Urban Affairs Review, Educational Policy, Education and Urban Society, Housing Policy Debate, and the Journal of the American Planning Association.
Colin holds an M.P.A. and a Ph.D. in Public Policy and Finance from NYU’s Wagner School, and a B.A. in International Politics from Johns Hopkins University.
