Mervin Williams is the Senior Director of the Data Management & Analytics unit within the Office of Applied Research, Evaluation, and Data Analytics (OAREDA) at the City University of New York (CUNY). In this role, he leads strategic initiatives to strengthen data infrastructure, integration, governance, and reporting practices that support mixed-methods research, program evaluation, institutional analytics, and student success efforts across the University. He leads a multidisciplinary team responsible for developing and managing enterprise data systems and analytics solutions, with a focus on bridging program operations with institutional research and analytics.
Mervin serves as the architect and project lead for CUNY’s Central Program Database (CPD), where he designed and implemented a scalable enterprise data framework that bridges program-specific data with institutional Student Information Systems (SIS). This work enables programs to collect, standardize, and integrate data not available in administrative systems, supporting longitudinal and cross-program student tracking for tens of thousands of students annually. His work supports institutional decision-making, program accountability, and evidence-based policy development across the University. His expertise includes data modeling, governance, interoperability standards, business rule development, data quality management, technical integration, and reporting automation.
In addition to overseeing the development and maintenance of enterprise databases, Mervin establishes business rules, reporting protocols, and best practices related to data governance, integrity, extraction, and customized reporting solutions. He collaborates with CUNY Computing & Information Services (CIS) to support system operations, troubleshoot application and database issues, and deliver staff training on evolving systems and business processes.
Prior to his role, Mervin served as Deputy Database Manager for Collaborative Programs at CUNY. In his career, he worked as a Data Analyst for SMSB Consulting Group, where he developed OLAP data cubes and built custom utilities to support client reporting needs. He also has experience in category and space management within the retail industry.
